1) Original Passport and copy of the passport with first and last page with address along with endorsement page (if any) and emirates residence visa page if any should be submitted to the center.

6) Original as well as the copy of the Marriage Certificate issued by Registrar of Marriages and duly attested by the concerned Home department of the state wherein the marriage was registered in India. If the marriage is registered abroad then the certificate should be attested by the Indian mission of that country.
7) The Signature / Thumb impression should be in dark black ink and should be done in presence of the submission officer.
8) Applicant signature should match as per the current passport if changed then a request letter addressed to Consulate general of India shall be submitted.
9) In case of any corrections / amendments in the passport should be supported by documentary evidence with request letter with adequate explanation and pre-approval from Consulate General of India, Dubai and instruction note from BLS.
10) In case of applicants holding passport with particulars such as place of issue/ place of birth permanent address as JK or Srinagar should fill personal particulars form in triplicates with photo pasted, the processing time will be 5 days and no TATKAL service will be permitted.
11) If the applicant visa is from Abu Dhabi / Alain but applying from Dubai / Northern emirates then proof of residence in the region such as tenancy contract, DEWA bill in English should be submitted along with documents. For dependents, photo testified letter from the sponsor with the details of the accommodation along with Tenancy Contract in the name of the sponsor and sponsor passport copy should be submitted. If the applicant is residing in company accommodation then photo testified letter from the company (in English) on company letter head confirming the visa is issued in Abu Dhabi/ Alain but the applicant is currently under assignment in Dubai / Northern Emirates, needs to be submitted.
12) The applicant should be present in person for identification purposes.

10) The applicant has to provide proof of advertisement in 2 leading newspapers out of which one newspaper should belong to the area of the applicant’s permanent address in India and the other should belong to the area where the applicant is residing in UAE. Full sheets of the newspapers are accepted and cuttings will not be considered and also the advertisement should be 30 days old. On the other hand as proof even Original Gazette notification from the concerned state can also be submitted.

11) If the visa is expired with grace period time and under same company sponsor, then a sponsorship testified letter from the company (English) with valid Trade license copy is required to be submitted. In case of dependents, sponsors testified letter with passport copy with valid residence visa page is required.
12) If the visa is expired and crossed grace period time, then pre-approval from Consulate General of India , Dubai along with instruction note from BSL is mandatory.
13) In case of New employment visa the applicants offer letter should be attested by the chamber of commerce from the respective Emirates (Dubai, Sharjah & Northern Emirates) where the company is registered or the applicant must submit the original and copy of the valid employment paper visa along with photo testified letter from the company (English) and a valid Trade License copy.
14) In case the applicants passport is expired more than 6 months but has not exceeded 1 year it has to be supported by a request letter explaining the circumstances and reason for delay in renewing the passport.
15) In case the applicants passport is expired more than a 1 year then the request has be submitted along with pre-approval from Consulate General of India, Dubai and instruction note from BLS
16) In case of passport for minors under 18 years, both parents’ passport copies with valid residence visa page and signatures are required on the form.

9) The applicant has to submit a proof address that has to be changed in the current passport which can be any one of the below
• Valid Utility bills (electric/ gas/telephone) in English language, not older than 3 months.
• Original Aadhar Card / Election card
• Original Nativity Certificate attested by the Home department of the concerned state in India, if it is issued online then verification can be done through online.
• Original Income Tax Assessment Order.
• Latest updated 1 year Bank statement of a Bank in India wherein the applicant has an account should be submitted with the authorized signature and original seal of the Bank, signature and stamps of representative Banks in UAE are not accepted by the center.
• The said Bank should be listed in the scheduled list of Private, Regional Rural Bank and Public Sector Banks available with the center.
• During the time of submission of the application the original with photocopy of the first and last page of the Bank account passbook currently operated by the applicant should be produced at the center.
• If the applicant wants the Dubai address on the passport then the registered tenancy contract / title deed along with the copy should be submitted and the applicant should be residing in the address for more than 1 year.
• Change of address on the spouse passport depends on the endorsement of each other names on the passport.
• In case of Minors the change of address is as per the address on the parent’s passport copy.

9) Holder of Indian Passport with ECR stamp can are eligible to apply for ECNR new passport under following circumstances
• If the applicant has completed more than 3 years (1095 days) abroad and have relevant documents such as copies of visa and entry / exit stamp, should submit the same with the covering letter at the center
• If the applicant has completed the above stage and also have obtained POE (Protector of Emigrants) can apply by the submitting the relevant documents
• If the applicant has duly attested educational certificate form the HRD of the concerned state in India.
• If the applicant spouse / parent (in case of minors) have an ECNR passport can apply with a covering letter along with original and attested copy of Marriage certificate / Birth Certificate at the center
10) Following are the criteria for holder of Indian passport with ECR stamp who are allowed to apply but are not eligible for new ECNR passport
• The ECR passport holder who has cleared the POE but not completed more than 3 years (1095 days) abroad are allowed to apply.
• The ECR passport holder whose UAE visa is stamped before June 2015 but has not completed 1095 days and also has not cleared the POE are allowed to apply.
• The ECR passport holder whose UAE visa is stamped after June 2015 but has not completed 1095 days and also has not cleared the POE are allowed to apply only through prior approval from Consulate General of India, Dubai along with instruction note from BLS.
